restoration of the power of the Kuomintang cannot be real
unless no authority is allowed to supersede it, otherwise
we shall still be extinguished despite the restoration of
our Party power. Many have alleged that I have been a
Mustapha Kemal of Turkey or a Benito Mussolini of Italy,
charging me with being a military dictator.
Our Comrades! I am not fit to be a Kemal or a
Mussolini; I only want to be a faithful follower of our
President and a loyal member of the Kuomintang, in another
word, to be a true observer of our President's "Three Aspects of Democracy". If I have done anything contrary to
the President's principles, any of you comrades may strike
me down or shoot me. I can never become a Mussolini. If
I behave as a Fascist in China, I am willing to be punished
by any of our comrades. I will do my utmost for our Kuomintang and Government and will not rest until I die. Personally I do not care about death or life, success or failure; I only hope that the authority of the Party will really be raised and that our comrades will succeed to our late President in his enterprise so that the spirit of our
late President may really not die out.
Today we can say we have achieved our end of establishing our Nationalist Government in the Capital at Nanking. The object for which many of our soldiers have sacrificed their heads and blood and to which all comrades
of our Kuomintang, our Central Executive Committee, our Central Inspectorate, and the members of our Nationalis t Government have devoted their energy, has also been
realized. Now the discipline and morale of our troops have grown worse day by day, and a careful study of their behaviour and equipment gives cause for much dissatisfaction.
What has caused this? Is it due to the soldiers themselves?
Surely
